Develop® is the second of three tiers in Teen Emergent Reader Libraries® Phonics, picking up right where Decode™ [1] leaves off. Develop® covers Levels Four through Six, spanning a reading level of 0.9 to 1.3 (Lexile BR to HL140L) for grades 9-12.

Each level includes eight 16-24 page books, six fiction and two nonfiction, with the same word list, teacher's guide, and assessment structure as Decode. Every book includes a phonics-organized word list, and a comprehensive teacher's guide backs each level with lesson plans, strategic reading questions, comprehension activities, and a quiz.

Scope and sequence, Develop® [2]:

  • Level Four: adds long vowels in consonant blend-vowel-consonant-silent e (CCVCe) words
  • Level Five: adds final consonant blends, common long vowel pairs, y to i, and adds -es to make plural
  • Level Six: adds beginning, medial, and final consonant digraphs, silent letters, plural ending -es
